The Victims' Assistance Program was founded in January of 1996. The newly developed program was not only an extension of the Warsaw Police Department, but it also resided in the same facility. Three years later the program, though still under the auspices of the Warsaw Police Department, moved to its own off-site location. The move came out of a concerted effort to provide a location that was both safe and private for victims seeking help, protection and support. Over the last twelve years, Victims' Assistance has continued to serve Kosciusko County in both helping victims in the practical necessities following crimes of violence, as well as being a source of education to the community on the topic of physical, verbal, emotional and sexual violence. Victims' Assistance has continued to participate in local community fairs and activities in order to be a visual and active part of the community in which it resides and serves.
